Floro UGARTE was born in Buenos Aires . After studying harmony and violin in his hometown, he expanded his training at the Paris Conservatory; There he was a disciple of Félix Fourdrain, from whom he received classes in counterpoint, composition and instrumentation. His compositional work would begin in 1913, upon his return to his country. He also held a chair at the National Conservatory (of which he would become director) and directed the Colón Theater between 1937 and 1943.

His work, close to musical nationalism, is characterized by its simple melodic structures and the use of rhythms and melodies taken from Argentine folklore. He wrote some didactic works such as Elementary Harmony Course (1920) and Acoustic Elements (1930), but his symphonic compositions were better received: suites, such as Summer Landscapes and Children's scenes; poems, such as Between the Mountains and The Water Rebellion, and the ballet El junco (1945).
